Anyone want to tackle this one? There aren't many hints in the movie. Are they divided into nations? Maybe reptiles predominate in origin from tropical areas like Africa, like dark skinned humans...maybe that is why they are second class?

Of course reptiles would predominate in tropical areas, but Randall is not a reptile, so his kind would not be dependent on the tropical sun for body heat. "Boggs" is a very old Irish Gaelic name, originating along the northwestern coast of Ireland(in the Human World, anyway), which is a cold and rugged place. Still, though, if any of the legends in our world have even a grain of truth to them, the scaly-type monsters would have been the last to be "banished" FROM the Human World, so they would have been in contact with humans longer, and would be seen as "tainted" by most other monsters, probably accused of having recent human ancestors, and therefore being more animalistic in the minds of most monsters, who see US as little more than primitive, uncouth animals.
As for the presence of countries or other political boundries in the Monster World, given how closely everything else mirrors OUR world, it would shock me tremendously to learn that they did NOT have such boundries. Their very nature is so like ours, that the "tribal" tendencies that we possess would surely be just as prevalent, resulting in the formation of states, countries, parishes, whatever, made up of monsters with something in common, such as a language or ancestry or whatever. It's our nature to do that, so it would most likely be theirs, too.
