I thought Sully was the new CEO of Monsters Inc. but he is in the company play as himself. Is this common? Would Bill Gates be in a company play?

Well first off Sully should NOT have the qualifications to be a CEO... Not to mention he knows the workers more personally than Waternoose did so he probably participated in that "play", if that's what you call it.

But he became the new CEO- we see that at the end of MI. And since Sulley was, technically, such an important part to the story that the play was telling, then I guess they had to have him in it.

That's definitely true, and if there were to be an MI2, one of the things that would have to be included is the obvious stress of running a company such as MI- someting that Sulley had no experience of at all, and that would take a toll on such a 'laid back' guy.
