Complicated evil plot Waternoose has there. Lol. But, yeah, the CDA could have been involved in the whole thing. It's possible that they arrested Waternoose to appease their boss, Roz, and the public. Then later, perhaps, they let him go and he's, like, in hiding or something.

My guess is that Waternoose, due to his age, status and wealth, received what basically would amount to a "Martha Stewart" sentence-a few months in a minimum-security facility, with access to the media whenever he wanted it, three good meals a day, a tv, phone, etc., then maybe a few more months of "house arrest". No big deal, really. Heck, I feel like my job is more punishment than THAT! Then he'd sign some multi-billion dollar book deal, appear on talk shows and so forth, and basically be the media's darling, with all the public sympathy anyone could possibly want. He'd come off all sweet and old and kindly, and the monster public would be like "ahhhhw, such a sweet old man-reminds me of my grandfather...how could ANYONE say he was a criminal?"
And look at what Randall got.

... o.k. what I meant to say is that I was refferring to TEXTbeforeTEXT he was working on it, like when he got the "job offer." I was thinking Randall did not have to work the extruciating hours like Randall did building the S.E. ( just the regular work day, and that's it), so I was thinking that Randall wasn't affected by sleep-deprivation, and could think more clearly than in the movie. So, that's what I meant to say, sorry I didn't make it clearer.

Hopefully this will help.
Back a while ago, before the S.E., I imagine Randall working his usuall 9 to 5 scarer shift every weekday. Although it is a very tough schedule, it was nothing compared to the demands on his time he likely had during building the S.E. Therefore, I imagine got his full share of sleep, and was able to eat proper nutritious food, because he had time for things like that.
... so, what I meant by "not-sleep deprived" is when Randall was getting his rest, eating properly, and thinking clearly BEFORE he was "offered" the job assignment of building the S.E. And I was asking, being that the case, why did Randall decide to build it.

Again. He was FORCED.
But he was also forced in other ways rather than Waternoose's "fired" threat. He also knew that Sullivan DID cheat to pass him as Top Scarer. He also needed better money since he was being piled down with dept.
You see. Waternoose covered all borders. Randall would have lost his job, as well as future ones, if he didn't go along.... But he would also be above Sullivan like he KNEW he should be, and be getting better money....for....personal reasons....
Perhaps Trainer Days might explain a few things near it's end....

THAT decision was made for him-by Mr. Waternoose. Once he'd been approached by the CEO with this secret(and illegal)plan, he basically had to either go along with his boss, or be fired AND "blacklisted", which meant he would not have been able to get another job, at least not in the Scaring industry, which was all he'd ever known as a means of support. Now, I know that there are many people who'd say, "well, *I* would not have done it-*I* would just have to be fired", but they have never, ever had to support themselves, 100%, financially, either that or they KNOW that they can always fall back on a family to take care of them if they get in a bad financial situation, at least for awhile. Randall did not HAVE any family to help support HIM, financially OR emotionally, in the even he lost his job and could not find another. How would he pay bills, or rent? How would be be able to buy food, and other necessities? He flat-out COULDN'T, that's how, so he knew he would have to accept Waternoose's proposal, even if it involved high risk and much personal sacrifice, partially because he knew he had no real choice, and partially because he believed that his life would imporve dramatically if he succeded. Randall may have been smart, but he was also terribly, horribly naive. Waternoose knew this, and was more than willing to take advantage of it. pitbulllady

Now that I know that Waternoose forced him to work on the extractor, one more question entered my mind, and I hope none of you take this the wrong way.
I wonder how Randall reacted, and what were his intentions.
I forsee two possibilities.
1. Randall, knowing the moral compromises and all that, resisted the idea at first, then Waternoose put more pressure on him, and Randall decided to go along with this. He still didn't have a good feeling going on, but as time went on, when he became more sleep-deprived and wasn't thinking clearly, he was persuaded more into building it, and by the movie recovery was all but impossible.
2. Randall, more or less, got into at the idea, thinking it was his big chance with the "promises" Waternoose giving him, making him more superior than Sullivan. With that, Randall would build the machine, with the hope of getting revenge on what sullivan did to him.
To me, those two possibilities would either classify Randall as a victem, or a villan.
So what do you think? Do you think it was 1, or 2, or maybe a little of both? Your comments are welcome.

I'd have to go with it being a little of both. There was probably this feeling of mistrust between them from the get-go, and Randall surely would have had some trepidations considering the illegality of the whole thing, but, like you said, he probably also saw this as his "light at the end of a tunnel". I've always suspected that he would have been struggling, financially, BEFORE all this happened. Many single people his age DO have financial difficulties, since they have a tendency to spend money like sailors on shore leave when they land that first real job, thinking they have it made in the shade, then find out that the money doesn't stretch as far as they think it can(Been There, Done That). They end up with a huge pile of debt by their mid-twenties, which is how old Randall was. Plus, there may have been some unusual circumstances, requiring him to spend a lot of money, like a search for a missing family member or something. I think the potential for making more money, moreso than his urge to stop Sulley from breaking the Scare Record(which is not really so much revenge, in that it really wouldn't have HURT Sulley any), was his primary motive for being willing to go along with his boss's demands-that, and not wanting to lose his career. It probably was one of those situations which seemed like a good idea at the time, but like you said, as the time wore on, and the machine began to really take its toll on him, there were probably many times that he just wanted out, but by then, he was already in too deep, and knew WAY too much, so Waternoose would have had to "up the ante" insofar as what would happen if Randall just gave up and quit, or if he spilled the beans to anyone.

You DON'T need to classify Tailmister. But if you WANT to. He was a victim...
Here's how it was. Surprisingly at first.....Waternoose was lenant toward Randall, a nice guy. When Randall was Top Scarer, Waternoose seemed to be "out-of-reach".
Anyway. When Waternoose...."chose" Randall, he did a smart thing by being behind the lines. So when he chose Randall to train Sullivan, it gave Waternoose time to plan out a few things, such as tipping the numbers in Sullivan's favor to beat Randall.
Anyway. Randall did have the sense of both of your proposals. He was booted to Top Scarer losing other (will talk about this later Pitbulllady) financial gains. Being a "minority" and being surrounded by strong racists, Randall would most likely be charged more than he should for things.
Now. He also was secretly funding to find his family as well, something he did not tell anyone. This had started when he first went into the business. Private Eyes are EXPENSIVE, and are like a bill on their own.
Sullivan DID cheat thanks to Waternoose, but did not come forward.
Randall was the victim here. He was forced to do something illegal, being told lies about what he would recieve. It's like a force taking. Randall couldn't get out of it.
He had to chose between getting fired and getting no future way to support himself. Or take the loose promises...... Which would you have taken?
Dang....I wish we could get to the conversation sooner....you'd all know what happened....
