Because Wazowski is a scare assistant. Assistants are charge with knowledge of their doors, their cards, location, and design. And the Door Vault orders these doors in specific categories. Which actually emphasises the fact that the two knew where they were sending him, because they would recognize what doors they scare in. And needless to say, Wazowski would know which door to choose more over Sullivan.
Randall even knew Wazowski was hopeless as a scarer and that his paperwork outright sucks. The only think Wazowski seems to have a nack with is reflex.
Note that is how the monster PUBLIC views humans....that's all I'll say for that for the moment.

The thing is though... Scare assistants wouldn't really visit the door vault THAT much would they? They have a card, code, the canisters and paperwork to do as duties. The door vault is merely the place the doors are stored and then goes on the bars to be taken to the scare floors.
Plus HOW are the door arranged? They could be arranged by country and general area yes, but there are little signs for it- I 've just realised this actually. When they are running through many doors, they just have to go a few away in order to jump from France, Japan and many countries besides. We're not given a clear indication really of how these doors are arranged in any shape or form really. There doesn't seem to be alot of... logic based on how these doors are arranged.
Perhaps also arranged (slightly) by Scare Floor,. But monsters are set up with the kid they can most easily scare it seems... and then when the right time zone kicks in they go for that kid.
Granted there is some problems in the monster world in general- it wouldn't be possible for instance for them to scare every child in the world.
Not everyone has a CLOSET for instance. (I didn't. I had a wardrobe.)
I think it's more likely now that they're arranged by TIME ZONES and WHAT SCARE FLOOR A SCARER OF A KID WAS ON if in any way- that's what the monsters really care about. But it's not all that well organised even so- there are a few NOT stored properly, just lying around (like the Paris door...).
Fact is though- America would just be another country to them wouldn't it? At the end of the day? That's all it would be. They might know SOME details (like whether a kid has a dog or whatever...) but that's when they have the specific FILES (which they do NOT have at the time)- honestly, not every door is unique, and Boo was pretty lucky Boo's door was distinctive in some way (or else Mike may have gotten away with what he tried to do to Boo with the wrong door... until he opened the door and Sulley saw what was inside any way), but other than that...
They wouldn't know every culture in the human world: that would be impossible. And I doubt one culture would take credence over another.
The general default position: all humans (yes including adults) are DANGEROUS and should be avoided.
ALL humans would be considered dangerous probably on some level probably- but the 'eating gators' thing is probably not wide knowledge if monsters even have it at all- it's just one culture in many after all. Lousiana is hardly the only culture to eat things other people consider strange.
I do think that Mike knew that humans were IN it though. And perhps he recognised a flag or whatever.
It's possible that certain flags to set up warning bells- no matter what country you are in though, have a flag, and you're more likely to encounter someone with a weapon. Perhaps that can be considered a warning sign in of itself. Particulary an american one.
(Okay not ALL the time- my aunt doesn't have weapons, but then she doesn't hang the uk flag all the time, but alot of the time this is the default- flag can sometimes equal wackos.)
We don't SEE a scare assistant ever go to the door vault. We never see a door 'stuck' I suppose, if that is part of their job to check. But wouldn't it be the job of maintencance to fix this?
Paperwork organisation is not Mike's forte really.
We still need more information in other words, surrounding this topic.
The default is: Don't let ANY adult human see you, judging by the behaviour of banishees.
I doubt they knew specifically the danger of LOUISIANA adult humans, but more so adult humans in general. It's possible it's knowledge that Mike had, but not terribly likely in all honestly, unless the knowledge even existed in the monster world and he actively/accidently came across it in some form.
The dangers of ADULT humans- probably known. Still some room for error though.
The knowledge that an AMERICAN flag possibly suggested there was an increased likelihood of them having a gun/weapon- possibly known. There are probably certain GENERAL warning signals they probably have to look out for.
Knowledge that people in LOUISIANA specifically eat gators- unlikely to be known. It is just one culture in many- and it's considered just a bad idea in general to let an adult human come across you probably.
I think it was (probably) KNOWN that humans were in the trailer, and it is possible it was seen it was American (or even south US. America, depending) if a flag was present in their viewpoint- which is possible. Not known for definite though in anyway though.
America, like alot of Western countries WOULD be more difficult for a monster to get through another door in general from, even one who can 'blend'. Security and all that. But do monster's know this, what IS the standard pocedure if a monster ACCIDENTLY finds themself in the human world? Is there any material to know?
Rather like a man in an electrical power house, accidents happen, just some assistant not thinking things through and doing something automatically- like moving a door with a scarer inside, and considering how old the company is, this is likely to have happened at least once. There should be some procedure- to sit tight? To find cover immediately and wait?
This is where things get messy.
If of course, when (and it WOULD happen t least once) this accident happens... then what IS the procedure? I suppose it could be considered another risk with the job and perhaps they wouldn't go after him/her at all, and very sad but nothing anyone can do about due to the high risks... perhaps it's treated like when someone DIES in the work place- there is breavement, people would be fired for negligence etc, listed as legally dead or whatever.
Someone stuck in the human world is probably viewed as 'good as dead'. Which is why I feel an illegal exile IS just a step below murder. It's possibly also even an option for criminals- either death or some form of freedom in a dangerous/alien world. In other words I'll repeat- just a step below murder. It's NOT the same as sticking someone in a sub with holes in it or even into a lions den but... it's rather taking some westerner who has never left his country or has limited knowledge of it into the depths of the Amazon and dumping him there in some cases. It's not really the fact it's the RAINFOREST which could harm/kill them but... their lack of knowledge on what to do, what is safe to eat, what EXACTLY is more dangerous, how to survive etc. Plus, they could turn around and the first thing they see IS some dangerous 'animal'.
Which is why it can't be legal what happened- could you imagine the equivilant in our world? If all those rich people (who had the money and possibly the time), who perhaps got their yucks from doing this sort of thing? Exile would probably be akin to kidnapping plus forcible moval into another country/danger zone. While they AREN'T dead and it's still possible they'll be okay, this is a difficult mess they are in, and incredibly dangerous depending on where they take/dump you. And they could be gone for years and not found. And then classed as 'legally dead' eventually. Thus an exile would be classified as under DELIBRATE ENDANGERMENT of persons at the very least. Death, if discovered, would result in Manslaughter charges (at the very least).
This is where the comics mess up or perhaps (accidently) show some sparks... Randall is called a FUGITIVE, but if he was in the human world, he may be classed as 'legally dead' even if he didn't, so perhaps
Granted why the heck was the AS banished? Was he innocent of the crime? Did he reform? Was the crime minor?

Normally, I stay out of threads that don't relate to me due to the past but I'm only wanting to point out a few things, whether you take it into consideration or not is up to you...
First things first, having the American Flag up in a home doesn't necessarily mean that you have weapons in your house per say. Yeah sure maybe down here in my home state of Texas, it's not a surprise to find a family with a shotgun who would gladly use it after all, we have a law in our state that if someone comes onto your property and if you feel threatened, you do have the right to shoot to defend yourself. A stupid law but it's one of our laws nonetheless. Of course the problem with this law is that it has allowed some people to get away with murder by simply claiming that they were defending themselves, sometimes using that flies and sometimes it doesn't depending on the evidence at the time. For some American families around here, they could have a flag up because they have someone in the armed forces or it could mean that they are just really patriotic. At our house though, the only time we have up an American flag is around days like Independence day but it's just a little plastic flag that we put outside near our mailbox and a lot of our other neighbors do the same.
Second, and this is just a strange thought coming from me, but you mentioned about what it would be like for a person if we had banishment as part of our legal system. I will agree that having that would suck but how you talked about banishment sounds alot like human trafficking, I don't know why that popped into my head when I read the whole banishment thing, it just kind of did. What can I say, I'm weird like that.

....THIS also shows more evidence that the story wasn't (fully) told to the public.

Oh yes, not EVERYONE who has a flag means a gun, but it is an increased likelihood after all. I'm unsure of whether monsters would know this or if that likelihood is very SIGNIFICANT however.
And yes... mmm, trafficking yes, that would be more or less the same thing.
Also to a country where it is not safe simply being WHAT you are. Being a monster in of itself in the human world is dangerous. Just like someone being a particular nationality can be a problem in certain countries.
Of course unfortunatly for MONSTERS the fact that they 'don't belong' is immediately apparent. As a human, we still have an opportunity to get off- eg. someone british was almost to be kidnapped got away... because they had the good sense to have an IRISH passport (They are VERY british, they just have common sense- in N.Ireland you can have either nationality. I'm planning to get an Irish passport myself). My own cousin carries one too in some areas, because it isn't popular to be british after all. With monsters though it's worse, people wouldn't have the mentality that 'they're people' at the back of their minds even holding them back from doing what they like.
See something strange-> get scared-> attack.
Hey, they aren't HUMAN (at least in the mentality of such people who'd attack them on sight without mistaking them as some gator), so that equates fair game for them. Might even think themselves 'heroes'...
Even if sentience was realised, that has no gaurantees either (like I said, they might think themselves heroes...)
Think of it this way, look at that piece of the middle east where Islam and Judaism is taking pots at eachother- there is no real difference in the kids on either side, but they are immediately labelled and their parents try to make them hate each other. (Not ALL parents, but that's the social norm). Or in my own country, some parents do this too. In every country people like this exist.
They put their own kind as being 'above' other people or a specific type of person.
Exceedingly dangerous of course, not to mention rediculous in terms of bare faced logic and fact.
But let's face it, it's like me (or an American) being in a country with flags and banners wrapped around our bodies, showing off our nationality and forced into a country/war zone where our nationalities aren't that popular at all, even completely despised... only multiplied many times over.
After all they don't have an embassy to run too either plus the fact they don't look human at all, which as mentioned might hold a few more people back.
Of course, the monster world doesn't really have that sort of level of public relations with the human world, so it's not exactly the same... but I guess it's as close as we'd get to an equivilant happening in our own world, either that or the 'Amazon' example.

One thing to note about the comics is, is that they completely edit out Randall's exhile. So evidently he was "on the run" in this instance.
