Well, I just apparently banned this member for a month, but as we can see by the previous post, it didn't work.

The thing that the main admin needs to do is to make sure and change their passwords to their accounts and to their email accounts. It sounds like this person has got around the email passwords and is using the forgot password feature to get back into the main account to reinstate their status. There is also a security log that only the admin can see that will show what is happening. It will show who is approving this person back in or who's accounts they are retrieving their passwords from. And the IP's will show for each password request as well.
Also, it's not a good idea to leave the board open for guests to be able to reply to posts. To edit this go to admin, modify board, select each board and click the posts only to registered members and click save. Also, you can set your registrations to limited under the general settings area. This will prevent new people from just posting until you approve them.
But always be sure that you do an email ban and ip and user name ban on a person. Even with a proxy they still won't get in. Don't delete the account, just suspend for like 999 days or something to that effect. It keeps them from registering with the same account again. Good luck with it.
